Thenewly revised Administrative Measures for Residence Permits forOverseas Talents in Shanghai officially came into effect on July 1,2025, and will remain valid until June 30, 2030.

新修订的《上海市海外人才居住证管理办法》于2025年7月1日正式生效，有效期至2030年6月30日。

Theupdated policy not only introduces a new suite of benefits for permitholders but also streamlines the application process, providing morecomprehensive and convenient support for overseas professionalsworking or starting businesses in Shanghai.

更新后的政策不仅为持证人引入了一系列新的福利，还简化了申请流程，为在上海工作或创业的海外专业人士提供了更全面、更便捷的支持。

1.Who Is Eligible? Clearer Scope of Application

Accordingto the new policy, the Shanghai Residence Permit for Overseas Talentsis available to individuals with a bachelor’s degree or aboveor specialized skills, who are legally working or starting a businessin Shanghai. Eligible applicants include:

根据新政策，上海市海外人才居住证适用于具有学士学位及以上学历或专业技能，并在上海合法工作或创业的个人。符合条件的申请人包括：

(1)Internationalstudents who have obtained foreign nationality;

(1)获得外国国籍的国际学生；

(2)High-levelforeign talents and other foreign professionals;

(2)高层次外国人才及其他外国专业人才；

(3)Chinesepassport holders with permanent (or long-term) residence statusabroad and no household registration (hukou) in China, includingreturnee students and other professionals;

(3)持有中国护照、在国外有永久（或长期）居留身份且在中国无户籍（户口）的人员，包括归国留学生及其他专业人才；

(4)Professionalsfrom Hong Kong, Macao Special Administrative Regions, and Taiwan.

(5)Spousesand children under 18 years old, or those currently enrolled in highschool, may apply as accompanying family members and obtain adependent permit.

(6)Foreignersholding a Category A work permit in China may, at their discretion,directly apply for the Shanghai Residence Permit for OverseasTalents, and their family members may also apply for the dependentpermit accordingly.

(6)持有中国A类工作许可证的外国人可自行直接申请上海市海外人才居住证，其家庭成员也可相应申请家属证。

Permitholders are entitled to 18 categories of benefits, including rightsto residency, employment, entrepreneurship, talent developmentprograms, streamlined customs clearance, and residency or permanentresidency applications. The following five benefits have been newlyadded:

持证人可享受18类福利，包括居住权、就业、创业、人才发展计划、简化海关通关以及居住或永久居留申请等权利。新增的五项福利如下：

Therevised policy introduces several user-friendly measures to simplifythe issuance and management of residence permits:

(1)FlexibleCollection Methods (Effective July 1, 2025):

①ApprovedB-type permits (for new applications, renewals, replacements,changes, or adding accompanying family members) can now be collectedin person or mailed.

②Duringthe system transition period, in-person pickup is available at Window16, 1st Floor, 77 Meiyuan Road.

③Mailingoption: Ensure accurate address and contact details; postage will becash on delivery (RMB 15).

4.How Long Is the Permit Valid?

4.许可证有效期多长？

Thevalidity period of the Shanghai Residence Permit for Overseas Talentsis categorized into 1 to 5 years or 10 years, depending on theapplicant’s qualifications.

上海市海外人才居住证的有效期分为1至5年或10年，具体取决于申请人的资质。

TheShanghai Municipal Talent Administration determines the duration ofeach permit based on a standardized assessment, which considersfactors such as the applicant’s age, educational background,degree level, professional field, work experience, and job position.

上海市人才管理局将根据标准化评估确定每份许可证的有效期，评估因素包括申请人的年龄、教育背景、学位水平、专业领域、工作经验和职位等。

Thevalidity period of the permit shall not exceed that of theapplicant’s valid identification documents or employment(labor) contract.

许可证的有效期不得超过申请人有效身份证件或雇佣（劳动）合同的有效期。
