Thefirst package, which takes effect this month and has a 5-yearduration, offers simplified visa procedures, expanded work permitservices, and improved living conditions for expatriates. Keyprovisions include expedited business visa processing, and deeperintegrated social security and work permit system. Foreign workerswill also benefit from enhanced healthcare services and educationsupport for their families.

第一项政策套餐本月生效，为期5年，提供简化的签证程序、扩展的工作许可证服务以及改善的外籍人士生活条件。主要条款包括加快商务签证办理速度，以及更深入整合的社会保障和工作许可系统。外籍工人还将受益于增强的医疗服务和对其家庭的教育支持。

YeWenlin, director of the Investment Promotion Division at Hunan'sDepartment of Commerce, stated that the reforms are expected toattract more high-skilled professionals and entrepreneurs to theprovince.

Thesecond package targets deeper economic and technologicalcollaboration between Hunan and Germany. The plan includes fundingfor joint ventures, support for Hunan-based companies investing inGermany, and improved financial and logistics services for Germanfirms operating in the province.

Germaninvestment in Hunan has already been significant, totaling $2.23billion by the end of 2024. The province has seen a 25.6 percentyear-on-year increase in foreign investment in early 2025, reaching$319 million in utilized capital.
