Thedraft Hainan Free Trade Port Tourism Regulations has been releasedfor public consultation, proposing a broader visa-free entry policyto boost international tourism.

《海南自由贸易港旅游条例（草案）》已发布公开征求意见，提议扩大免签入境政策以促进国际旅游。

Accordingto the draft, citizens from countries specially approved by the StateCouncil will be able to enter Hainan Free Trade Port throughdesignated international entry points without a visa and stay fortourism within a specified period.

根据草案，经国务院特别批准的国家的公民将能够通过指定的国际入境口岸进入海南自由贸易港，并在规定期限内停留旅游，无需签证。

Eligibleforeign visitors will also be permitted to enter visa-free via cityports within Hainan that already implement visa-free transitpolicies, allowing them to travel within the Free Trade Port for alimited time.

符合条件的外国游客还将被允许通过海南已实施免签过境政策的城市港口免签入境，允许他们在自由贸易港内有限时间内旅行。

Inaddition, citizens from countries that maintain diplomatic relationswith China may join tour groups organized by legally registeredtravel agencies in Hong Kong or Macao. These groups can enterHainan via designated ports without the need for a visa and stay fortourism within the permitted period.

此外，与中国保持外交关系的国家的公民可以参加在香港或澳门合法注册的旅行社组织的旅游团。这些团队可以通过指定港口进入海南，无需签证，并在允许的期限内停留旅游。

Thedraft also specifies that foreign tour groups arriving in Hainan bycruise ships through cruise terminals will be eligible for visa-freeentry.

草案还规定，通过邮轮码头乘坐邮轮抵达海南的外国旅游团将有资格免签入境。
